I highly recommend purchasing a Potomac Appalachian Trail Club map. You'll want Map L, Tuscarora Trail. Make sure it's the latest edition -- edition four, 2012 at the writing of this clue.

Start at the parking lot for the Brush Creek Access of Sleepy Creek Wildlife Management Area, 39.390725, -78.208745. Find the beginning of the High Rock Trail, which is blazed in white.

*Here is where it gets tricky. From the aforementioned wooden sign, continue North on the trail. Very shortly you will see a clearing on the left. Across the clearing, at a 45 degree angle, is a tree with a white blaze. The High Rock Trail continues in this direction.*

To see the view, continue North on the Tuscarora Trail for 0.05 miles. On the right hand side there is a white blazed tree and a sharp climb up a haphazard rock staircase.
